7 card hi-lo poker - Declaration
Because the cards speak method is so dominated
by low cards and strategy that focuses on trying to
scoop the pot, it rules high cards as bad and discourages
many players from staying in the hand. One method of
countering this is to require declaration.
In either of the two declaration methods, the players,
at the conclusion of the fifth betting round, must choose
and announce whether they are going high, low or both,
and their hands are valid only in the direction claimed.
If a player declares both high and low, he must win
both ways. One is not sufficient.
